(intercooling being equal) the larger turbo would make more power at pressures where the smaller turbo is less efficient and creates more heat. for lower pressures, when intercooling results in similar intake temperatures, then you would not see a difference in power. the contrary to the above, you can look at when the pressure is produced(pressure vs rpm). the smaller turbo can produce pressures at lower rpms due to less rotating mass. every thing has pros and cons: there is no such thing as a free lunch.
